Bulk Earthworks & Site Preparation
Cut, fill, stockpile and import fill as required, then trim and compact to geotechnical specs. We leave building pads, roads and open space ready for testing and construction.
Roadworks, Carparks & Pavements
We build internal roads, shared zones and carparks including subgrade prep, basecourse, slab replacement and line marking. Finished levels are set for clean tie in to your structures.
Subdivision and Land Development
Civil delivery for small to mid scale subdivisions including roads, kerb and gutter, drainage, utilities coordination and lot trims. We support you from constructability review through to practical completion.
Stormwater & Drainage Systems

What does a civil construction package include?
A civil package covers the works between an empty site and a building-ready footprint. For Keevs, that typically includes bulk earthworks, road construction, stormwater and drainage, retaining walls, utility coordination, erosion control and final lot or pad trims. The scope is set at tender against the civil drawings and geotechnical report, then delivered as one contract with one program. The structural building works sit outside the civil package.
When should a civil contractor be engaged on a project?
The earlier the better. Civil contractors with in-house engineering can identify constructability issues during the design phase before drawings are finalised, which is when changes cost the least. At a minimum, engage during pre-tender so the civil scope is priced against the actual construction methodology rather than against quantities alone. Late engagement means scope risk gets carried into the build, not resolved before it.
What is the difference between a civil contractor and a head contractor?
A head contractor (or builder) takes responsibility for the entire project, including structural works, finishes and trades coordination. A civil contractor delivers the civil scope: earthworks, drainage, pavements, retaining walls and infrastructure. This can be direct to a developer, or as a subcontractor to a head contractor on a larger build. Keevs operates in both modes depending on the project structure.
How is a civil package priced?
Keevs prices civil packages from the construction sequence, not from raw quantities. Engineers review the civil drawings, geotechnical report and staging plan, identify constructability and risk issues, then build the price from how the work will actually be delivered on site. The result is a fixed scope with clear assumptions, fewer variations through delivery, and a price that aligns with the program rather than the bill of materials.
Does Keevs work directly with developers, or only through head contractors?
Both. For subdivisions and direct civil packages, Keevs contracts directly with developers and project managers. For larger commercial builds, Keevs works as the civil subcontractor under head contractors and Tier 2 & 3 builders. Current ongoing work includes both arrangements.

From the Newcastle office, Keevs delivers civil packages across Newcastle, Maitland, Cessnock, Singleton, Lake Macquarie, Port Stephens, the Hunter Valley and the Central Coast.
