Project Overview
Keevs Construction delivered the complete civil works package for a major infrastructure upgrade at an operational industrial facility in Thornton, NSW. The 44-day programme covered OSD and contaminated stormwater structures, medium and heavy duty hardstand, retaining walls and sitewide drainage.
The project required careful sequencing around live site operations. FRP concrete structures, asphalt and concrete pavement packages and a complete stormwater drainage network were delivered simultaneously under a structured programme with no disruption to the facility’s daily operations.
Scope of Works
Stormwater Structures
An OSD and first flush tank was constructed with 1,500m3 of excavation, FRP base pour of 92m3, wall pour of 57m3, geofabric installation, 300m3 of backfill and perimeter fencing. A separate contaminated stormwater system followed with FRP base and wall pours, 53m of drainage channels and gated outlets.
Pavements & Hardstand
Medium duty asphalt pavement included 160 lineal metres of kerb and channel, 600 tonnes of DGB20 base course and 170 tonnes of AC10. Concrete pavement was placed over reworked subbase with 23 tonnes of base course and 150mm concrete slab. A further medium duty hardstand area covered 5,100m2 of subbase, 120m of kerb and channel and 1,275 tonnes of base course.
Northern Hardstand
The northern hardstand package involved subbase rework across 13,820m2, 190m of dish drain and 3,455 tonnes of DGB20 base course.
Retaining Wall & Drainage
A 97 lineal metre retaining wall was constructed with drainage aggregate backfill of 50 tonnes. Sitewide drainage works included a gross pollutant trap, 150mm stormwater connections, new pit construction, and risers and lids placed on 14 existing pits.

Live-Site Delivery
The facility remained fully operational throughout the 44-day programme. Keevs managed construction sequencing to maintain access for staff, deliveries and site operations at all times. Heavy vehicle movements, crane lifts and concrete pours were coordinated around the facility’s peak activity windows.
Multiple work fronts ran simultaneously: stormwater structures, pavement packages and drainage works were programmed in parallel rather than sequentially. This approach compressed the programme without compromising QA requirements or safety on a live industrial site.
