Bulk earthworks and lot preparation
Cut and fill operations to create lot pads, road alignments and drainage fall across the development. This includes stripping and stockpiling topsoil, rock breaking where required, import or export of fill, moisture conditioning and compaction to geotechnical specifications. Every lot is compacted and surveyed to confirm design levels before handover.
Road construction
Subgrade preparation, road base placement, kerb and gutter installation and coordination with the asphalt contractor. Keevs delivers the full road package from formation through to finished surface, including line marking coordination and signage where required by the approved plans.
Stormwater and drainage infrastructure
Installation of pits, pipes, culverts, headwalls, on-site detention systems and inter-allotment drainage. Drainage is staged to work with the earthworks program and to provide functional site drainage during construction. Retaining walls
Subdivisions with level changes across lots, along road corridors or at boundary interfaces regularly require engineered retaining walls. Keevs builds concrete sleeper, reinforced concrete, sandstone block and soldier pile retaining walls in-house, under the same engineering oversight and quality systems as the broader civil package. Because the retaining walls are delivered by the same team managing earthworks and drainage, the wall construction is coordinated with the civil program rather than managed as a separate subcontract. Services coordination
Coordination with Ausgrid, Hunter Water, NBN, Jemena and other utility providers for new connections, extensions and relocations. Keevs manages the civil interface with services installation so trenching, conduit placement and reinstatement are staged within the earthworks and road construction program rather than disrupting completed work.
Erosion and sediment control
Installation and ongoing management of sediment fencing, sediment basins, stabilised access points and diversion drains in accordance with the approved ESCP. Controls are adapted as the development stages progress and site conditions change.
Final lot preparation and handover
Topsoil placement, lot trimming, driveway crossover construction and final compaction. Each lot is surveyed to confirm levels, drainage fall and compliance with the approved civil design before handover documentation is issued. The handover package includes as-built surveys, compaction results, material certifications and photo records of concealed infrastructure.

Construction delivery
Civil construction is managed under direct engineering supervision with compaction testing at specified intervals, survey verification at key hold points and photo documentation of all concealed works. Our project manager provides regular progress updates and coordinates directly with your surveyor, certifier, services providers and council. When site conditions differ from the design assumptions, our engineers assess the impact and recommend a course of action before it becomes a delay or a variation.
Completion and handover
At practical completion, each lot is surveyed to confirm compliance with the approved civil design. Keevs issues a handover package that includes as-built surveys, compaction test results, material certifications, ESC maintenance records and photo documentation of concealed infrastructure. This documentation supports your subdivision certificate application and gives builders confidence that the lots they are purchasing are genuinely ready for construction.
Retaining walls built by your civil contractor, not a separate subcontract
Subdivisions with any meaningful level change across the site will require retaining walls. On most subdivision projects, the head civil contractor engages a retaining wall subcontractor to deliver that scope. The subcontractor prices in isolation, builds to their own program and has limited visibility of how the wall construction interfaces with the earthworks, drainage and road program happening around it.
Keevs builds retaining walls in-house. Our engineers design the temporary works, specify the backfill and drainage requirements and supervise construction alongside the earthworks and drainage crews already on site. The wall is built within the civil program, not bolted onto it. That means the excavation for the wall is coordinated with the bulk earthworks. The drainage behind the wall is installed as part of the stormwater program. The backfill is compacted by the same crew, to the same testing standard, as the surrounding lot fill.
For developers, this changes the economics. There is no separate mobilisation, no gap between the wall contractor finishing and the civil contractor resuming, and no coordination risk at the wall interface. The retaining wall cost is built into the per-lot price as part of the civil package, which gives you a single, accurate number to work with in your feasibility.
